Kirill Kaem, whose family have been doctors for no fewer than seven generations, graduated from the Kirov State Medical Academy in Nizhny Novgorod in 1992. Five years later he graduated with distinction from the economics department at the Lobachevsky State University, after successfully completing his studies in Russia and the USA on an MBA program run jointly with Taylor University. He has over 20 years' experience in senior management roles, including 15 years as a CEO at the corporation's various international branches. In the year 2000 he began working in Germany, in the central office of the company Varta. After Varta's merger with the American group Spectrum Brands, he spent eight years in overall charge of the company's operations in Russia. In 2008 he relaunched the German and American holding JAFRA International in Russia, improving profit margins by 40%. In 2009 he took control of the Russian holding Hygiene Kinetics, the biggest manufacturer in the market for domestic paper and cellulose products. Within two years the company's sales growth was several times higher than average growth in the sector, thanks to the introduction of new technologies. From 2011 to 2013 he headed up a new area of business at 'Alpha Group' - the biggest federal chain of clinics, 'Alpha Health Centre', where in the space of a year he managed to double revenue, whilst the chain itself saw profits rise by over a third. From 2013 onwards he has been a member of the Board of Directors and a co-founder of the international medical centre 'Medcluster', set up at the initiative of Sberbank in partnership with Strategy Group Partners, with Johns Hopkins Medicine International as a potential partner. From 2013-2017 he was director of the Skolkovo Foundation’s biomed cluster.

Long COVID: Quick Response Time
Panel session The problem of the protracted form of complications after COVID-19, better known as “long COVID”, has not only a medical but also an economic effect. The programme for rehabilitation and treatment of patients with health problems following an infection must include developing criteria for undergoing rehabilitation, creating a register and introducing domestically manufactured rehabilitation equipment into practice, resolving staff shortages, developing information technologies and motivation tools for involving people in rehabilitation measures. The state support programme needs a scientific and medical search in the sphere of studying the post-COVID syndrome aimed at finding the reasons for long-term consequences of the infection and effective treatment solutions precluding development of serious complications. Which resources should the state apply to ensure, at the level of all Russian regions, the requisite volume of assistance to patients suffering from post-COVID syndrome? What government support is needed for developing the scientific medical activities involved in studying the post-COVID syndrome? What advanced in medical treatment could bring closer a solution to the Long-COVID problem? Which medical methods and technologies are already being successfully applied in Russia and elsewhere in the world?

Professor Shlyakhto was born on June 29, 1954 in Pogar, the Bryansk region. He graduated from the Pavlov Medical University in Saint Petersburg in 1977 and became Doctor of Science in Medicine in 1992, Professor in 1994, Honored Russian Scientist in 2004, and Academician of the Russian Academy of Sciences in 2014.
Evgeny Shlyakhto has been the Director General of the Almazov National Medical Research Centre since 2001 and the President of the Russian Society of Cardiology since 2011. In 2010, he became a member of the WHO Expert Working Group.
The Centre led by Prof. Shlyakhto carries out intensive research in the fields of translational medicine, molecular diagnostics, development of diagnostic tools for personalized treatment, cellular and tissue engineering for therapeutic purposes, creation of biocompatible materials and tissue-engineered constructs designed to create breakthrough medical technologies of fundamental importance for providing high-tech care to patients with cardiovascular, endocrine and blood diseases.
The results of research work by Prof. Shlyakhto have been summarized in more than 800 publications, 16 inventions, 2 scientific discoveries, and a number of monographs. Prof. Shlyakhto was a supervisor in 57 PhD and 20 DSc students..
Professor Shlyakhto is a member of the Presidium of the Russian Academy of Science, the Presidential Council for Science and Education, the Regional Health Council under the Federation Council of the Russian Federal Assembly, the Expert Health Council of the Federation Council Committee on Social Policy of the Russian Federal Assembly, Vice President of the National Medical Chamber.
Evgeny Shlyakhto is the Editor-in-Chief of the following medical journals: Russian Journal of Cardiology, Translational Medicine, and Journal of Arrhythmology. He also is a member of the international editorial board of the European Heart Journal.
Professor Shlyakhto plays an active role in such international committees as the ESC Congress Programme Committee (since 2012) and of the ESC Committee for Practice Guidelines (since 2015).
Evgeny Shlyakhto received the Russian Federation Government Prize in science and technology in 2009 and won the Pavlov Award, the prize for scientific and technological achievement in Physiology and Medicine from the Saint Petersburg Government and St. Petersburg Scientific Center of the Russian Academy of Sciences, in 2011. He received an Order of Honour in 2012 and 4th class Order of Merit for the Motherland in 2017.

Healthcare Satisfaction: You Can’t Please Everyone or Is the Patient Always Right?
Panel session By Russian presidential decisions on strategic development and national projects, since 2022 an additional target characterizing public satisfaction with healthcare has been included in the Federal Project for development of primary healthcare. The satisfaction indicator is a complicated, complex one and its determined through assessment of how well the healthcare system meets patient expectations. The factors affecting the indicator of public satisfaction with healthcare include gender and age characteristics, medical care receipt times, an assessment of staff relations with patients, the state of the infrastructure and the patient’s perception of the accessibility and quality of medical care. To raise the level of satisfaction, including via the above factors, a list should be drawn up of various measures and initiatives and a mechanism determined for developing them. What approach should be taken to assessing and developing such measures? What advanced practices, experience and vision can be shared by Russian regions for raising public satisfaction with healthcare?

Bringing Patients and the Healthcare System Together: The Bonding Role of NPOs
Panel session The healthcare and social support system today offers people a broad range of services. Yet a number of factors restrict patients in making use of them all. These factors include awareness, red tape, how much time state medical and social service staff have at their disposal for working individually with their charges, the low level of digitalization in the regions and more. Assistance is provided by social projects that help the state machine to better satisfy people’s needs and build a system around the patient at the local level. Such joint work has a positive effect on living standards and promotes development of national approaches in medicine and social support. How could the state benefit from collaborating efficiently with NPOs and social business? Which factors impact on public satisfaction with social and medical services? How could the level of public confidence change is the state were to reject the declarative principle for receiving services? How do the latest technologies alter the long-standing approaches to organizing provision of health and social care? What examples of successful practices make it possible to organize a system around the patient and raise living standards?

Faina Zakharova — President, Life Line Charity Foundation for Saving Seriously Ill Children
A public figure, an expert in the non-commercial sector, the President of Life Line Charity Foundation for salvation of severely ill children. Zakharova has been awarded an honorable distinction “For Benevolence”. The above mentioned state reward was presented to her by Mr. Vladimir Putin, the President of the Russian Federation, in the Kremlin in 2013. Faina Yakovlevna is a member of the Public Council in RF Health Ministry. Zakharova has been a founder and an inspirational figure for establishing the Russian branch of the World Wildlife Fund (WWF-Russia). She has guided a number of special CAF Russia programmes. Besides, she was involved in arranging the first conference “Charity in Russia” (2005). In 2014 Faina Zakharova was one of the founders of the Association of Fundraisers. She also deserves credit for running “The Year of Charity in Russia” (2006). Apart from that, she has been the author of a number of successful as well as efficient charity events such as “A red nose – a kind heart!”, the first in Russia charity “Running Race 5275”, “Someone’s life – not a trifle!” and others.
