Healthcare Entrepreneurship in the Changing Times
Panel session The global biotech and medical market reached an all-time high in 2021 (with over USD 79 billion in venture capital investment, according to Silicon Valley Bank), a record number of unicorns startups were founded, and investment in digital medicine more than doubled. The global venture capital market has already seen a major decrease in funding of 19% as of the second quarter of 2022 (according to CBInsights). Entrepreneurs and industries are currently facing a number of challenges: the disruption of technological chains, difficulties in production, changes in commercialization strategies, new models of cooperation and financing, and difficulties in entering the international arena. During the session, experts will discuss how venture capital has been transformed and where it’s going, what technologies are currently in demand among investors and the industry, how to support talented developers of medical technologies, what the target markets for international commercialization are, and whether domestic entrepreneurs can replace technologies that have left the country.

Kirill Kaem, whose family have been doctors for no fewer than seven generations, graduated from the Kirov State Medical Academy in Nizhny Novgorod in 1992. Five years later he graduated with distinction from the economics department at the Lobachevsky State University, after successfully completing his studies in Russia and the USA on an MBA program run jointly with Taylor University. He has over 20 years' experience in senior management roles, including 15 years as a CEO at the corporation's various international branches. He specializes in launching start-ups in new regions and countries, and new business areas at major firms. From 1992 to 1994 he owned his own business, distributing medical equipment and pharmaceuticals. In 1995 Kirill Kaem set up a network of regional outlets for the Swedish company Oriflame in the Volga Region, which helped it become one of the region's biggest tax-payers. In the year 2000 he began working in Germany, in the central office of the company Varta. After Varta's merger with the American group Spectrum Brands, he spent eight years in overall charge of the company's operations in Russia. In 2008 he relaunched the German and American holding JAFRA International in Russia, improving profit margins by 40%. In 2009 he took control of the Russian holding Hygiene Kinetics, the biggest manufacturer in the market for domestic paper and cellulose products. Within two years the company's sales growth was several times higher than average growth in the sector, thanks to the introduction of new technologies. From 2011 to 2013 he headed up a new area of business at 'Alpha Group' - the biggest federal chain of clinics, 'Alpha Health Centre', where in the space of a year he managed to double revenue, whilst the chain itself saw profits rise by over a third. From 2013 onwards he has been a member of the Board of Directors and a co-founder of the international medical centre 'Medcluster', set up at the initiative of Sberbank in partnership with Strategy Group Partners, with Johns Hopkins Medicine International as a potential partner. From 2013-2017 he was director of the Skolkovo Foundation’s biomed cluster.

Oleg Teplov — Chief Executive Officer, VEB Ventures
Oleg Teplov is the Chief Executive Officer of VEB Innovations, a subsidiary of Vnesheconombank (VEB) Group, a Russian economist, banker, and financier. He is one of the creators of the National Technology Initiative state program.

Oleg Teplov has been working in the finance industry and public sector for about 20 years, specializing in technological development of the Russian economy. Before joining VEB Innovations, Oleg held the position of referent at the Expert Directorate with the President of the Russian Federation, where he was involved in the development and implementation of the National Technology Initiative (NTI) and drafting the Digital Economy of Russia state program. As a referent at the directorate, he created the system of NTI governance and expansion and developed the National Ranking of Investment Climate in the Constituent Territories of the Russian Federation.

Oleg also leads the Strategic Planning Unit of the Economy and Finance Department at the Executive Office of the Government of Russia, as well as the Strategic Planning Department at the Ministry of Economic Development, where he coordinated the activities of the Strategic Initiatives Agency, Industrial Development Fund, Roseximbank, MSP Bank, and Russian Direct Investment Fund. He also held executive positions in major Russian banks and the global “Big Four” auditing firms.

At present, VEB Innovations under Oleg Teplov's management makes high-risk direct investments in technology-related projects, creates venture funds jointly with major Russian corporations and global partners, as well as fostering investment and technology cooperation with R&D centers, major businesses, and development institutions.

Panel session According to WHO estimates, following the basic tenets of a healthy lifestyle could prevent up to 80% of non-communicable diseases. In an effort to prolong youth and reduce the risk of chronic diseases, people have concluded they need to form a new mindset of their lifestyles. Work to create a desire among the public to adhere to a healthy lifestyle should not only involve altering certain behavioural patterns, but should be carried out at the level of an expert study with preventive measures and treatment for diseases caused by such lifestyle factors as bad habits, an unhealthy diet, a lack of physical activity, chronic stress, or destructive social bonds. Lifestyle medicine brings together the interests of the state, business, and society and aims to change the socio-cultural environment by integrating healthy routines into people’s everyday lives. What aspects shape the lifestyles of modern residents of major cities and can they be described as healthy? How can we instil a mass commitment to healthy habits? What is the best way to build accessible infrastructure so that people have the opportunity to lead a healthy lifestyle? The project became the leader of preventive rehabilitation in St. Petersburg and Russia in a short time. As part of the work of the First Line, in November 2018 the first international conference on prevent age in St. Petersburg was held with the support of the SPB Government. More than 3,800 people have attended health improvement programs at the resort.

In 2019, she received the award “Influential Women of St. Petersburg” from Business Petersburg, and won the Sobaka.ru magazine award “TOP 50.Most famous people of St. Petersburg”.

Maria is married with three children, speaks English and French, enjoys Pilates and healthy lifestyle. She has written a short stories book, and studies the methodology of thinking.

Healthcare Managers: Are Leaders Born or Made?
Panel session At the beginning of the COVID-19 pandemic, when an urgent need arose for the hospital beds to be converted for different uses, for mobilization of personnel resources, rerouting of patients, introduction of clinical recommendations, and remote monitoring of the condition of patients’ health, the deficit of competent healthcare organizers capable of effective management decision-making became an acute issue. The professional community has long since been discussing who should manage healthcare institutions: doctors or efficient managers without a medical education. Where to find competent head doctors: “grow” them within a medical institution, poach them from competitors or work with those appointed from above? Are the Russian regions short of management personnel? What is the difference between a head doctor and a leader? Does a leader have to be born or can they be the result of professional growth and learning leadership skills? What are the best practices today in management of medical institutions and how can they be rolled out? Which management training programmes should educational institutions develop? Could mentorship become a basis for creating an efficient manager of a medical institution?

Long COVID: Quick Response Time
Panel session The problem of the protracted form of complications after COVID-19, better known as “long COVID”, has not only a medical but also an economic effect. The programme for rehabilitation and treatment of patients with health problems following an infection must include developing criteria for undergoing rehabilitation, creating a register and introducing domestically manufactured rehabilitation equipment into practice, resolving staff shortages, developing information technologies and motivation tools for involving people in rehabilitation measures. The state support programme needs a scientific and medical search in the sphere of studying the post-COVID syndrome aimed at finding the reasons for long-term consequences of the infection and effective treatment solutions precluding development of serious complications. Which resources should the state apply to ensure, at the level of all Russian regions, the requisite volume of assistance to patients suffering from post-COVID syndrome? What government support is needed for developing the scientific medical activities involved in studying the post-COVID syndrome? What advanced in medical treatment could bring closer a solution to the Long-COVID problem? Professor Evgeny Shlyakhto, Director General of the Almazov National Medical Research Centre, Academician of the Russian Academy of Science, President of the Russian Society of Cardiology, Fellow of the European Society of Cardiology, the American Heart Association, and the American College of Cardiology.
Professor Shlyakhto was born on June 29, 1954 in Pogar, the Bryansk region. He graduated from the Pavlov Medical University in Saint Petersburg in 1977 and became Doctor of Science in Medicine in 1992, Professor in 1994, Honored Russian Scientist in 2004, and Academician of the Russian Academy of Sciences in 2014.
Evgeny Shlyakhto has been the Director General of the Almazov National Medical Research Centre since 2001 and the President of the Russian Society of Cardiology since 2011. In 2010, he became a member of the WHO Expert Working Group.
The Centre led by Prof. Shlyakhto carries out intensive research in the fields of translational medicine, molecular diagnostics, development of diagnostic tools for personalized treatment, cellular and tissue engineering for therapeutic purposes, creation of biocompatible materials and tissue-engineered constructs designed to create breakthrough medical technologies of fundamental importance for providing high-tech care to patients with cardiovascular, endocrine and blood diseases.
The results of research work by Prof. Shlyakhto have been summarized in more than 800 publications, 16 inventions, 2 scientific discoveries, and a number of monographs. Prof. Shlyakhto was a supervisor in 57 PhD and 20 DSc students..
Professor Shlyakhto is a member of the Presidium of the Russian Academy of Science, the Presidential Council for Science and Education, the Regional Health Council under the Federation Council of the Russian Federal Assembly, the Expert Health Council of the Federation Council Committee on Social Policy of the Russian Federal Assembly, Vice President of the National Medical Chamber.
Evgeny Shlyakhto is the Editor-in-Chief of the following medical journals: Russian Journal of Cardiology, Translational Medicine, and Journal of Arrhythmology. He also is a member of the international editorial board of the European Heart Journal.
Professor Shlyakhto plays an active role in such international committees as the ESC Congress Programme Committee (since 2012) and of the ESC Committee for Practice Guidelines (since 2015).
Evgeny Shlyakhto received the Russian Federation Government Prize in science and technology in 2009 and won the Pavlov Award, the prize for scientific and technological achievement in Physiology and Medicine from the Saint Petersburg Government and St. Petersburg Scientific Center of the Russian Academy of Sciences, in 2011. He received an Order of Honour in 2012 and 4th class Order of Merit for the Motherland in 2017.

Healthcare Satisfaction: You Can’t Please Everyone or Is the Patient Always Right?
Panel session By Russian presidential decisions on strategic development and national projects, since 2022 an additional target characterizing public satisfaction with healthcare has been included in the Federal Project for development of primary healthcare. The satisfaction indicator is a complicated, complex one and its determined through assessment of how well the healthcare system meets patient expectations. The factors affecting the indicator of public satisfaction with healthcare include gender and age characteristics, medical care receipt times, an assessment of staff relations with patients, the state of the infrastructure and the patient’s perception of the accessibility and quality of medical care. To raise the level of satisfaction, including via the above factors, a list should be drawn up of various measures and initiatives and a mechanism determined for developing them. What approach should be taken to assessing and developing such measures? Russian Dietary Supplement Industry: An Industry View of the Strategic Objectives for Development
Panel session According to the WHO, almost a third of the world’s population lacks sufficient essential minerals. Roughly one billion people do not get enough vitamin D. Some 20 million children are born with health problems due to a lack of iodine in their mother’s diet. The Institute of Nutrition says that this insufficient intake of vitamins and minerals occurs year-round and needs to be corrected. In this situation, taking dietary supplements is the most affordable and logical way to solve the problem of nutritional deficiencies. Dietary supplements are regularly taken by 90% of the population in Japan, 45–80% in the United States, 59% in Denmark, 54% in South Korea, and 43% in Germany. In Russia, this figure does not even reach 20%. The development of public educational programmes as an integral part of the national Demography project in matters concerning nutritional support and the prevention of dietary dependent diseases could become a task for public-private partnerships to optimize healthcare costs. To what degree is the use of vitamins and dietary supplements a crucial tool to ensuring active longevity in an aging population? How important is it to draft a strategy for the development of the dietary supplement industry as a key state sector related to ensuring the health and active longevity of society, and what potential do these strategies have? How Can We Improve Efficiency under Stress?
Panel session Can anyone in the 21st century not suffer from stress? Is there anyone among us who has learned to cope with stress as fast and unnoticed as possible? How to get rid of anxiety when constantly within the information flow? Stress is detrimental to the immune system, when stressed out people pick up infections more often, but is stress really so harmful or is this assertion merely a stereotype and incorrect perception of any person’s normal state? Can stress be beneficial? Scientists have shown that stress stimulates people’s initiative, allowing more intensive use to be made of a person’s potential, promotes development and motivates. Moreover, stress increases activity and improves memory. So what exactly is this stress and why can’t we live without it? How to learn to cope with stress and develop stress-resistance? What methods exist for handling stress?

Was born on 22nd September 1957. In 1980 he graduated from Military Medical Academy named after S.M. Kirov. He studied in clinical residency at naval and hospital Surgery department. S.F. Bagnenko served as part of Soviet troops in Afghanistan. In 1990 he defended his PhD thesis and in 1998 his doctoral thesis.
In 1998 became a director of the St. Petersburg I.I. Dzhanelidze Research Institute of Emergency Medicine. In 2005 he was elected as a corresponding member of Russian Academy of Medical Sciences, and in 2011 he became an Academician of the RAMS (now RAS). He is main free-lance specialist in emergency medical services of the Russian Federation Ministry of Health. In 2012 he became an acting rector, and in 2013 a rector of FSBEI HE I.P.Pavlov SPbSMU MOH Russia.

Public Health: Challenges of the Times
Panel session Physical, emotional and social health as factors behind harmonious development are an integral part of the unified public health system and imply the need to develop an effective system of state management for the given sphere. Public health is a sphere of inter-departmental collaboration requiring development of systemic approaches to managing and monitoring the situation taking into account the needs and potential of all groups of stakeholders: the population, the state, businesses, NPOs and so on. Considering the strategic national priorities, it is vital to introduce a social model for strengthening public health at the regional and municipal level as a factor for long-term economic growth. One pressing task is also to develop educational and training standards for specialists in public health improvement. What institutional approaches exist to managing public health and what role do regional and municipal authorities play? How is the role of public health perceived by the Russian populace? What do businesses request and need? How can the personnel potential be assessed for realizing the strategic goal of strengthening public health? What is the role of NPOs as a key stakeholder in the system for forming public health?

He has authored 25 scholarly articles, including 4 monographs.
