Healthy Life as a Path of Growth: Uniting All, Available to Each
Panel session The pandemic showed that responsible attitude to personal health is one of the basic values of a healthy society, which must have a high level of solidarity and resistance to the challenges of overwhelming disasters. A state must have sufficient potential so that in a force majeure it would have the resources to provide timely and effective medical care to patients with severe and chronic diseases, including cardiovascular diseases, malignant growths, diseases of the endocrine system, and others. The coronavirus crisis has become a vivid precedent of consolidation of the public and state in each other’s interests. By choosing the path of health protection, the public, on the one hand, helps the state to free up resources to provide up-to-date and high-quality medical care in all areas. On the other hand, the public prompts the creation of an effective infrastructure for healthcare activities, fulfilling the need for healthy living, strengthening of corporate health, and early diagnosis and disease prevention.

Evgeny Shlyakhto — Director General, Almazov National Medical Research Centre; President, All-Russian Non-Governmental Organization "Russian Society of Cardiology"
Professor Evgeny Shlyakhto, Director General of the Almazov National Medical Research Centre, Academician of the Russian Academy of Science, President of the Russian Society of Cardiology, Fellow of the European Society of Cardiology, the American Heart Association, and the American College of Cardiology.
Professor Shlyakhto was born on June 29, 1954 in Pogar, the Bryansk region. He graduated from the Pavlov Medical University in Saint Petersburg in 1977 and became Doctor of Science in Medicine in 1992, Professor in 1994, Honored Russian Scientist in 2004, and Academician of the Russian Academy of Sciences in 2014.
Evgeny Shlyakhto has been the Director General of the Almazov National Medical Research Centre since 2001 and the President of the Russian Society of Cardiology since 2011. In 2010, he became a member of the WHO Expert Working Group.
The Centre led by Prof. Shlyakhto carries out intensive research in the fields of translational medicine, molecular diagnostics, development of diagnostic tools for personalized treatment, cellular and tissue engineering for therapeutic purposes, creation of biocompatible materials and tissue-engineered constructs designed to create breakthrough medical technologies of fundamental importance for providing high-tech care to patients with cardiovascular, endocrine and blood diseases.
The results of research work by Prof. Shlyakhto have been summarized in more than 800 publications, 16 inventions, 2 scientific discoveries, and a number of monographs. Prof. Shlyakhto was a supervisor in 57 PhD and 20 DSc students..
Professor Shlyakhto is a member of the Presidium of the Russian Academy of Science, the Presidential Council for Science and Education, the Regional Health Council under the Federation Council of the Russian Federal Assembly, the Expert Health Council of the Federation Council Committee on Social Policy of the Russian Federal Assembly, Vice President of the National Medical Chamber.
Evgeny Shlyakhto is the Editor-in-Chief of the following medical journals: Russian Journal of Cardiology, Translational Medicine, and Journal of Arrhythmology. He also is a member of the international editorial board of the European Heart Journal.
Professor Shlyakhto plays an active role in such international committees as the ESC Congress Programme Committee (since 2012) and of the ESC Committee for Practice Guidelines (since 2015).
Evgeny Shlyakhto received the Russian Federation Government Prize in science and technology in 2009 and won the Pavlov Award, the prize for scientific and technological achievement in Physiology and Medicine from the Saint Petersburg Government and St. Petersburg Scientific Center of the Russian Academy of Sciences, in 2011. From 2006 to 2012, Vadim worked in leading international companies that produce consumer goods, in positions connected to public/GR relations and policy affairs. During this time, Vadim participated in discussions on key legislation in the sphere of regulating the tobacco and medical industries, collaborated with representatives of the Russian and European scientific communities, and played an active role in the work of industrial associations, including on the Board. Present-Day Therapy Against Diabetes: Innovations for Improving the Quality of Life
Panel session The critical growth rate of diabetes and high risks of complications leading to disability and premature death require taking significant measures at the state level. One of the key objectives is ensuring that innovative treatment is available to the patients. Today, innovative sugar-lowering combination drugs are as revolutionary in treating type 2 diabetes as insulin was a hundred years ago. The issues of technological development, support and stimulus of research and development, clinical research and inclusion of new treatment schemas in clinical recommendations, and improvement of availability of modern drugs are quite critical and require federal support. Ensuring quick access to innovative treatment by the public is, among others, a matter of drug supply financing, expanding lists of benefits, creating patient registers, etc. In the long run, such measures will lead the practice of innovative drug supply to principles of individual approach to each diabetes patient.

Medical Science. How to Expedite Introduction into Practical Healthcare
Panel session Session sponsored by Sechenov University Historically, Russian science has a strong systematic foundation and a unique potential focused on breakthrough discoveries, development of leading technologies, and implementation of innovative products that ensure preservation and improvement of people’s lives. Today, however, the volume of scientific results exceeds that of solutions introduced into practice: research and development do not always reflect the current needs of the public and are not always in demand by the healthcare system. Unfavourable factors for the growth of the Russian medical science include inter-departmental disconnectedness and low innovative activity of business. Thus, results of scientific achievements are poorly integrated into healthcare and a situation of lost opportunities for use of new drugs and technologies is created in society. Building a favourable environment for medical science is a strategic task of the national government policy growth. It starts with systematic analysis of practical healthcare needs, an expert evaluation of research and development, and goes all the way to building strategies for financing and introducing scientific achievements into the healthcare system. The year 2020 has given a special standing to international cooperation in development of medical science, setting the course toward sharing experience and looking for new growth paths, and that means restoring the status quo of Russian science among the leading global scientific countries.

Veronika Skvortsova became head of one of Russia’s first neurology emergency services at Moscow’s 1st municipal hospital established on the basis of the neurology clinic of the 2nd Moscow State Medical Institute in 1989.

She became Head of the Fundamental and Clinical Neurology and Neurosurgery Department in 1997.

Simon Matskeplishvili, MD, PhD, FESC, FACC, is a Professor of Cardiology and a Chief Scientific and Clinical Researcher at the Bakoulev Scientific Center for Cardiovascular Surgery in Moscow and an adjunct professor of life sciences at the Moscow Institute of Physics and Technology.
He also serves as a member of the Education, Certification and Accreditation, European Communities Committees of the European Association of Cardiovascular Imaging.
He graduated with honors from the Moscow Medical Academy in 1994 and had his postgraduate training and fellowship in cardiology at the Clinico-Diagnostic Department of the Bakoulev Center.
In 1997-1998 he received a degree of the International Master in Cardiology from the Institute of Clinical Physiology of the National Research Council of Italy in Pisa.
Simon Matskeplishvili is a Fellow of the European Society of Cardiology and a Fellow of the American College of Cardiology. He has received numerous honours and awards, both in Russia and internationally, including the European Cardiology award in 2001. He is a founder and a Chairman of the echocardiography section of the Russian society of cardiology. In 2007 he became a full professor of cardiology.
For the development of new non-invasive method of intracardiac blood flow evaluation in 2012 he was awarded a State Prize of the Government of Russian Federation in science and technology.
In 2013 he was a captain of the Russian team to win an ESC Cardiology Quiz “Primus inter pares” at the European Congress of Cardiology in Amsterdam.
In 2012 Professor Simon Matskeplishvili had organized and implemented the Educational Program for cardiologists and internal medicine physicians in Moscow. He also conducts an English-language elective course “Amazing Cardiology” in cardiology, cardiac surgery and cardiovascular imaging at the Faculty of Medicine of the Lomonosov Moscow State University.
The Board of the European Society of Cardiology has appointed Simon Matskeplishvili as the Coordinator of the Congress Programme Committee of the European Society of Cardiology Congress 2015-2016.

Born in 1970 in Bryansk. In 1994, Dr. Merkulov graduated from Smolensk State Medical Institute. After graduation, he served in the Russian Armed Forces.
Scope of scientific interest:
Expert study of pharmaceuticals, molecular biology; molecular diagnostics of viral infections; research of antiviral agents using genetic engineering techniques; experimental immunology. Dr. Merkulov is a developer of diagnostic products for detection of several causative agents of particularly dangerous viral infections, as well as routine treatment for influenza. He authored more than 100 scientific papers and holds 9 patents.
