Haemato-oncology: High-Quality Care and Access to Innovations
Panel session The Ministry of Health of the Russian Federation combined efforts with federal and regional healthcare organizers to achieve significant progress in providing high-quality medical care to patients with haemato-oncological diseases. Haemato-oncology is included in the Oncological Disease Management Federal Programme, national clinical recommendations, treatment protocols and standards are updated. Additionally, a unified digital outline is created to monitor the situation and to forecast the amount of medical care for patients, plus latest generation target drugs are gradually included in restrictive lists. According to leading federal centres and regional experts, in order to significantly increase the access to high-quality medical care for patients with haemato-oncological diseases today, additional focus is needed on the following aspects: increased financing, timely experience exchange among federal and regional experts, teaching regional healthcare experts and organizers the principles resource base usage (working with the digital outline, planning the needed volume of medical care). Also, when choosing the most effective treatment in addition to achieving the best clinical results considerations should include effective expenditure of budget resources.

● Is it possible to adjust approaches and principles of budget planning for treatment of patients, once there are target drugs with a fixed course of treatment?

· At present, being the head of the NMRRC of Ministry of Health of the Russian Federation, being an academician of the Russian Academy of Sciences in oncoradiology, he supervises the development of nuclear medicine, radiology and radiotherapy in our country. He has taken charge of most complex and promising areas in the industry: the technical re-equipment of the radiation therapy departments of the regions, the creation of a program and a center for the development of contact methods of irradiation, the introduction and expansion of the first national medical proton center in the country, the introduction of modern methods of training specialists in radiology and radiotherapy, iIncluding telecommunication training and master classes in the regions, many of which are conducted by himself.
· Every year Andrey Kaprin performs over 300 complex surgical interventions for various oncological diseases.
· He has trained more than 300 doctors, including residents and graduate students. Under his leadership, 27 dissertations for the degree of candidate of medical sciences and 9 doctoral dissertations were prepared and successfully defended. The result of many years of hard work was the publication of more than 700 printed scientific works.

HIV: Innovative Solutions on the Road to Victory
Panel session The COVID-19 pandemic made healthcare all over the world transfer significant resources to fight the novel infection. However, it also intensified the prominence of infectious epidemics as a whole: today, HIV still takes millions of human lives. The medical community all over the world is working on finding innovative solutions that aside from stopping life-threatening infections, could also bring the patients back to a meaningful and comfortable life. Scientific research for preventing the spread of HIV has been marked by a number of breakthrough discoveries. Scientists have learned a lot about the genetic structure of the immune deficit virus and there is now a high probability of learning how to stop its spread. However, despite significant progress in treating HIV, development of an effective vaccine still remains a priority for the global scientific and medical community. Today, scientists in Russia and worldwide have made an important step forward in developing the vaccine; it may be that in the future these discoveries will be able to make humans resistant to the immune deficit virus.
● Will the experience of struggle against the SARS-CoV-2 virus become a spring board for explosive growth of scientific research in the fight against infectious epidemics, in particular, the HIV infection?

The Role of Women in a Healthy Society
Panel session The COVID-19 pandemic showed that a healthy and harmonious society is the best recipe to oppose global emergency challenges. Its members must be ready take responsibility for their own health and for that of others, as well as to become dedicated allies to their governments in the fight against epidemics. Attention to personal physical and mental health, a healthy lifestyle, giving up bad habits and developing responsibility and awareness of self as a person and citizen – all these aspects of a healthy civil society are integrated into society back at the stage of primary socialization carried out in the family. In the 21st century, a woman has an opportunity for all types of social roles, she is part of various social and economic processes. However, it is still a woman who is responsible for the healthy future of her children. That means that she can exert key influence on development of healthy life as a whole, which will subsequently lay the groundwork for creating productive behavioural patterns in a harmonious and flourishing society.

In April 2019 Katerina was appointed CEO of Johnson & Johnson Russia & CIS.

High-Tech Medical Care: Expanding Access
Panel session Session sponsored by Vernoe Napravlenie ANPO Medical progress is dependent on complex and unique medical developments borne of modern scientific and technological breakthroughs. The recent significant changes to the healthcare funding system have affected the high-tech medical care sector as well. Now, federal medical organizations are directly funded through the Federal Compulsory Medical Insurance Fund. This means improved public access to high-tech medical care.
Additionally, the development of a federal system for telemedical consultations in recent years means that a person with a medical condition can get a consultation with a specialist in any federal medical organization. In practice, however, the public is ill-informed of the services available to them; the majority do not know about the possibility of remote consultations. Moreover, patients often have trouble getting a telemedical consultation due to existing bureaucratic barriers.
These factors greatly limit the access of a large part of the population to the full potential of the modern healthcare system, which creates reputational risks for the healthcare system as a whole and limits the system’s ability to provide the necessary volume of care.

In recent years, he has been devoting much attention to establishing a new medicine based on an interdisciplinary approach to solving men's health problems and improving reproductive health. Through his direct involvement, the organization of a programme to protect the health of the male population, including the setting up specialized medical clinics was successfully implemented in the regions of the Russian Federation.

In 1991-1995 she worked as economist, accountant, chief accountant of production units of KAMAZ JSC.
In 1995-2001 she held the posts of deputy chief accountant, head of service, chief accountant of the Industrial Housing Maintenance Department of the city of Naberezhnye Chelny.
In 2001-2011, she was Deputy Chief Accountant of the Department of the Ministry of Construction, Architecture and Architecture of the Russian Federation. - From 2001 to 2011, she was Head of Department of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, then Deputy Director of the Center for Economic and Social Research under the Cabinet of Ministers of the Republic.
In March 2011 she was appointed Deputy Director of the Department of Budget Policy and Methodology of the Ministry of Finance of the Russian Federation.
From 2011, she was Director of the Department of Information Resources of the Russian Ministry of Finance, then she headed the Department of Information Technology in the management of state and municipal finances and information support of the budget process of the Russian Ministry of Finance.
On March 13, 2020, she was appointed Chairperson of the Federal Compulsory Medical Insurance Fund, in accordance with Decree No. 600-r of the Government of the Russian Federation of March 13, 2020.
E. Chernyakova has the class rank of Acting State Counsellor of the Russian Federation, 3rd Class.
Awarded a medal of the Order "For Merit to the Fatherland" II degree. Holds a commendation from the President of the Russian Federation and the Minister of Finance of the Russian Federation. Also awarded with the Certificate of Merit of the President of the Russian Federation, the Certificate of Merit of the General Prosecutor of the Russian Federation, and the Medal "For Assistance to the Federal Tax Service" of the Federal Tax Service.
Holds a number of awards from federal and regional authorities of the Russian Federation.
