Staff Training to Meet the Challenges of Modern Healthcare
Healthy Life Forum Medical education in the CIS historically has a strong clinical foundation and unique scientific schools that aim to train highly professional personnel and develop breakthrough medical technologies. Nevertheless, contemporary issues pose a number of challenges in the educational sector for all CIS countries: ensuring equal rights for all citizens to receive affordable and high-quality education, introducing innovations, and improving the integration of educational infrastructure. At present, the agenda for developing medical education includes implementing state measures to eliminate shortages of personnel, mainly in primary healthcare, and to support the employment of young professionals. Given the current challenges, it is of paramount importance to build up human resources in such strategically important areas as public health, biotechnology, genetics, neurotechnology, the digitalization of healthcare, the development of artificial intelligence, and the creation of vaccines and other medical products. The healthcare systems of CIS countries also need modern management personnel – leaders of change who can form effective teams to develop the industry. What are the strategic focuses for the development of the medical education system in CIS countries? What steps need to be taken to expand integration opportunities? What innovations have already been introduced into the medical personnel training system in the CIS, and what are the current focuses of training at medical universities? How can we ensure import independence and competitiveness in educational technologies? What successful measures of social support for medical workers exist today, and are they sufficient to increase the number of human resources in the industry? What kind of challenges does the system of higher professional and continuing medical education face today?

Ruslan Khalfin is Director of the Higher School of Healthcare Management at the I.M. Sechenov First Moscow State Medical University of the Ministry of Health of the Russian Federation, a medical doctor, Professor, winner of a State Prize of the Russian Federation in the field of science and technology, Honoured Doctor of the Russian Federation, and Actual State Councillor of Russian Federation, 2nd class. He worked for more than 30 years in healthcare in the Sverdlovsk Region. He has also worked in the central office of the Ministry of Health of the Russian Federation and the Ministry of Health and Social Development of the Russian Federation, and has held the post of Deputy Minister under three federal ministers. He has been actively involved in reforming the sector, and was one of the originators and implementers of the national ‘Health’ project. For the past 11 years he has been President of the medical insurance company MAKS-M, part of the MAKS Insurance Group. Chair of the Board of the Russia-wide public organization ‘The Russian Association for the Organization of Health and Public Health’.

Advanced Technologies in Medicine: A Course Towards Progressive Development
Healthy Life Forum Modern medicine is always progressing and constantly being improved, offering revolutionary methods for the treatment of many diseases. New diagnostic and clinical methods and approaches are being studied and put into practice. Digital transformation has resulted in the accumulation and storage of a large amount of medical and scientific data, new ways of working with information, the ability to analyse and use it in scientific work, the application of artificial intelligence technologies, and much more. The combination of these factors offers a comprehensive look at the process of providing medical care, covering each stage from prevention to rehabilitation. · Every year Andrey Kaprin performs over 300 complex surgical interventions for various oncological diseases.

Professor Evgeny Shlyakhto, Director General of the Almazov National Medical Research Centre, Academician of the Russian Academy of Science, President of the Russian Society of Cardiology, Fellow of the European Society of Cardiology, the American Heart Association, and the American College of Cardiology.
Professor Shlyakhto was born on June 29, 1954 in Pogar, the Bryansk region. He graduated from the Pavlov Medical University in Saint Petersburg in 1977 and became Doctor of Science in Medicine in 1992, Professor in 1994, Honored Russian Scientist in 2004, and Academician of the Russian Academy of Sciences in 2014.
Evgeny Shlyakhto has been the Director General of the Almazov National Medical Research Centre since 2001 and the President of the Russian Society of Cardiology since 2011. In 2010, he became a member of the WHO Expert Working Group.
The Centre led by Prof. Shlyakhto carries out intensive research in the fields of translational medicine, molecular diagnostics, development of diagnostic tools for personalized treatment, cellular and tissue engineering for therapeutic purposes, creation of biocompatible materials and tissue-engineered constructs designed to create breakthrough medical technologies of fundamental importance for providing high-tech care to patients with cardiovascular, endocrine and blood diseases.
The results of research work by Prof. Shlyakhto have been summarized in more than 800 publications, 16 inventions, 2 scientific discoveries, and a number of monographs. Prof. Shlyakhto was a supervisor in 57 PhD and 20 DSc students..
Professor Shlyakhto is a member of the Presidium of the Russian Academy of Science, the Presidential Council for Science and Education, the Regional Health Council under the Federation Council of the Russian Federal Assembly, the Expert Health Council of the Federation Council Committee on Social Policy of the Russian Federal Assembly, Vice President of the National Medical Chamber.
Evgeny Shlyakhto is the Editor-in-Chief of the following medical journals: Russian Journal of Cardiology, Translational Medicine, and Journal of Arrhythmology. He also is a member of the international editorial board of the European Heart Journal.
Professor Shlyakhto plays an active role in such international committees as the ESC Congress Programme Committee (since 2012) and of the ESC Committee for Practice Guidelines (since 2015).
Evgeny Shlyakhto received the Russian Federation Government Prize in science and technology in 2009 and won the Pavlov Award, the prize for scientific and technological achievement in Physiology and Medicine from the Saint Petersburg Government and St. Petersburg Scientific Center of the Russian Academy of Sciences, in 2011. He received an Order of Honour in 2012 and 4th class Order of Merit for the Motherland in 2017.

Healthy Cities – New Challenges of the Times: Best Practices and Prospects for Cooperation in Public Health in the CIS
Healthy Life Forum The concept of healthy cities offers a single paradigm for a humanistic approach to society’s involvement in decision-making that affects people’s living conditions, building social capital, and creating an accessible social and physical environment that enables people to reach their maximum potential in terms of health and well-being. The key approach to multilevel governance in healthy cities is to take people’s health into account, while putting public health at the top of the agenda of local governments. This approach helps to create synergies by ensuring a coherent policy and strengthening partnerships of trust with a wide range of government, civil, and business entities. Creating an interstate platform to bolster public health and developing international cooperation among CIS countries to maximize the potential of the global movement of healthy cities is a strategically important step towards achieving the goal of the health and well-being of the population of CIS countries in the face of the current challenges. How to Build a Modern Prevention Model for a Healthy Society
Healthy Life Forum Modern challenges require a paradigm shift in the work of the primary healthcare sector. The preservation of people’s health, including for able-bodied citizens, is a priority. One of the main modern trends is a personalized approach to prevention, including the use of modern digital transformation capabilities. The availability and comfort of care, especially as regards treatment for preventive purposes, is an unquestioned need among patients. International experience shows that getting working citizens involved in preserving their health and promptly correcting risk factors is an extremely complex task. What issues are being addressed by medical prevention now and which ones still need to be addressed? What achievements of modern science in matters concerning preventive care are the most promising? Does international experience have the potential to be implemented in practice? What do the terms ‘convenient’ and ‘comfortable’ mean in the case of preventive care, and what do patients need? Can non-health workers help us with a new prevention model?

Yuriy Zhulev — President, Russian Hemophilia Society
In 1985, graduated from the school number 856 (Moscow).
In 1991, graduated from the Moscow State Law University.
In 1989, he was elected Vice President of Hemophilia Association (later renamed Hemophilia Society) that was established the same year.
Since 1993, he was the President of the Hemophilia Society.
In 2000, at the founding congress of the Russian Hemophilia Society he was elected its President, and he still holds this position.
In 2002–2004, he was a board member of the European Hemophilia Consortium and member of the World Federation of Hemophilia. He was named ‘Best volunteer’ of the World Federation of Hemophilia for his active work in CIS countries.

Primary Healthcare: Improving Availability and Efficiency
Healthy Life Forum CIS countries have accumulated a vast amount of experience in employing different models to build up effective primary healthcare systems. However, primary healthcare continues to transform in all countries due to both existing challenges, such as a lack of personnel, and emerging ones, such as the COVID-19 pandemic. The session will mainly focus on a discussion of current trends in the transformation of primary healthcare, best practices, and organizational solutions that aim to improve the availability and efficiency of primary healthcare. In addition, the participants will discuss possible areas for interaction, joint projects, and initiatives in CIS countries to develop primary healthcare and improve people’s health. What goals have CIS countries set to transform primary healthcare? What is the ultimate of the transformation of primary healthcare? Corporate Health: The Basis of a Healthy Future
Healthy Life Forum Corporate health programmes are among the key mechanisms for managing the health of the able-bodied part of society. The range of responsibility of corporate healthcare strategies should include measures that aim to prevent and diagnose diseases, the provision of qualified medical care, as well as the prevention of the development of diseases and risk factors. When drawing up corporate programmes, employers should focus not only on the problem of the spread of socially significant chronic non-communicable diseases, but also on the problem of controlling the psychological and emotional climate in the workplace and preventing stress factors that lead to decreased efficiency and professional burnout. Measures should be taken to ensure a healthy environment at companies and promote healthy lifestyles among employees and a responsible attitude to their health. A full-fledged corporate health culture needs to be created that encompasses all aspects of health management, including an analysis of disability risks and the use of preventive measures. To what extent do corporate programmes meet the goal of strengthening public health? What niches have yet to be fully implemented and require efforts from companies and enterprises? What criteria dictate the effectiveness of corporate programmes? What government support measures are needed to expand corporate health programmes?

Elena Zhidkova is the Head of the RZD Medicine network of health centres, a branch of JSC Russian Railways, and General Director of JSC RZD Medicine.
RZD Medicine consists of 134 medical institutions in 75 constituent entities of the Russian Federation and employs more than 60,000 people.
A graduate of Sechenov First Moscow State Medical University with a specialization in General Medicine, Ms. Zhidkova began her career in 2011 at the Morozov Children’s City Clinical Hospital in Moscow, where for over five years she headed up the consultative and diagnostics centres and ran outpatient services.
In 2011, she completed her residency at the Department of Economics and Management at Sechenov First Moscow State Medical University.
In 2010, she completed a course in marketing at Moscow State University of Economics, Statistics and Informatics.
Ms. Zhidkova holds an MBA in Entrepreneurship and Management from the Russian Presidential Academy of National Economy and Public Administration.

Healthy Life Forum The development of innovative domestic radiopharmaceuticals, technologies for their industrial production, as well as methods for their use in medicine is a top priority for Russia’s scientific and technological development and the foundation for personalized medicine as well as the diagnosis and treatment of various oncological, cardiological, rheumatological, and other diseases. The high-tech solutions and products that have been developed help to ensure Russia’s scientific and technological leadership and independence in the critically important healthcare industry. The global market for the isotope complex (sources of ionizing radiation, stable isotopes, active pharmaceutical ingredients, and radiopharmaceuticals) alone is worth more than USD 6 billion. The market segment associated with the development of radiopharmaceuticals is expected to increase to USD 10 billion by 2030. Russia is currently a leader in the world market for the production and supply of raw radionuclide products (e.g., such promising radionuclides as Ac-22 and Th-227). However, technological expertise and production infrastructure need to be developed more rapidly, including the production of radiopharmaceuticals in accordance with international GMP standards and the introduction of new diagnostic and treatment methods into medical practice, to meet the real needs of the domestic healthcare system for radiopharmaceuticals. Women’s Role in Innovative Healthcare Development: Breakthrough Solutions Amidst New Challenges
Healthy Life Forum Current challenges and the global COVID-19 pandemic have plotted new vectors for the transformation of the healthcare industry around the world. Fundamentally new paradigms and key trends in preserving health have been actively forming in recent years. Effective models of organizing the healthcare system, approaches to disease prevention, and modern technologies for treatment and rehabilitation are being introduced. One of the key modern trends is a personalized approach to prevention, including the use of breakthrough innovative solutions. And women play a prominent role in these transformations. In terms of the number of women in science, Russia is one of the leaders around the world, with women making up more than 70% of Russian doctors and around 95% of paramedical workers. In drug production alone, more than 60% of workers are women. As an example, 17 of the 31 key specialists who developed the Russian coronavirus vaccine Sputnik V are women. Elena Zhidkova is the Head of the RZD Medicine network of health centres, a branch of JSC Russian Railways, and General Director of JSC RZD Medicine.
RZD Medicine consists of 134 medical institutions in 75 constituent entities of the Russian Federation and employs more than 60,000 people.
A graduate of Sechenov First Moscow State Medical University with a specialization in General Medicine, Ms. Zhidkova began her career in 2011 at the Morozov Children’s City Clinical Hospital in Moscow, where for over five years she headed up the consultative and diagnostics centres and ran outpatient services.
In 2011, she completed her residency at the Department of Economics and Management at Sechenov First Moscow State Medical University.
In 2010, she completed a course in marketing at Moscow State University of Economics, Statistics and Informatics.
Ms. Zhidkova holds an MBA in Entrepreneurship and Management from the Russian Presidential Academy of National Economy and Public Administration.

Ms. Zhidkova carries out extensive research and teaching work. She is a lecturer at the UNESCO Chair “Healthy Lifestyle is the Key to Successful Development” at Y.I. Yevdokimov Moscow State University of Medicine and Dentistry.
Ms. Zhidkova holds a Ph.D. in Medicine, and has published numerous articles, papers and research and methodological works. She is a member of the Board of the Russian Union of Industrialists and Entrepreneurs (RSPP), and Deputy Chair of the RSPP Commission on Healthcare.
She is also a member of the Regional Health Council of the Federation Council of the Russian Federation.
Elena Zhidkova is a recipient of the Order “For Merit to the Fatherland,” II Class, awarded by decree of President of the Russian Federation Vladimir Putin.
On March 4, 2022, Ms. Zhidkova was named the winner of the “Ambassador of Corporate Health” award at the All-Russian Women for Health awards.
In December 2022, she received a letter of thanks from the Head of Military Clinical Hospital No. 1586 of the Ministry of Defence of the Russian Federation, Colonel of the Medical Service Peter Konovalov, for her contribution to the organization and running of donor campaigns for employees of Russian Railways and her volunteer work with Russian military personnel.

Professor Shlyakhto was born on June 29, 1954 in Pogar, the Bryansk region. He graduated from the Pavlov Medical University in Saint Petersburg in 1977 and became Doctor of Science in Medicine in 1992, Professor in 1994, Honored Russian Scientist in 2004, and Academician of the Russian Academy of Sciences in 2014.
Evgeny Shlyakhto has been the Director General of the Almazov National Medical Research Centre since 2001 and the President of the Russian Society of Cardiology since 2011. In 2010, he became a member of the WHO Expert Working Group.
The Centre led by Prof. Shlyakhto carries out intensive research in the fields of translational medicine, molecular diagnostics, development of diagnostic tools for personalized treatment, cellular and tissue engineering for therapeutic purposes, creation of biocompatible materials and tissue-engineered constructs designed to create breakthrough medical technologies of fundamental importance for providing high-tech care to patients with cardiovascular, endocrine and blood diseases.
The results of research work by Prof. Shlyakhto have been summarized in more than 800 publications, 16 inventions, 2 scientific discoveries, and a number of monographs. Prof. Shlyakhto was a supervisor in 57 PhD and 20 DSc students..
Professor Shlyakhto is a member of the Presidium of the Russian Academy of Science, the Presidential Council for Science and Education, the Regional Health Council under the Federation Council of the Russian Federal Assembly, the Expert Health Council of the Federation Council Committee on Social Policy of the Russian Federal Assembly, Vice President of the National Medical Chamber.
Evgeny Shlyakhto is the Editor-in-Chief of the following medical journals: Russian Journal of Cardiology, Translational Medicine, and Journal of Arrhythmology. He also is a member of the international editorial board of the European Heart Journal.
Professor Shlyakhto plays an active role in such international committees as the ESC Congress Programme Committee (since 2012) and of the ESC Committee for Practice Guidelines (since 2015).

Mental Health of the Population
Healthy Life Forum Mental health is an area of healthcare that requires more and more attention from the government and society. The growing prevalence of mental illness, discrimination against people suffering from psychiatric disorders, disability, the diminished quality of life not only of patients, but also of their relatives, as well as downplaying the importance of diseases and underestimating their impact on socioeconomic indicators has all caused many people to only reach out for psychiatric help in the most extreme cases, and a significant number of patients are left without proper examinations and qualified treatment. However, timely diagnosis and high-quality preventive measures are an essential factor in preventing mental disorders. What modern methods of monitoring people’s mental health exist today? Modern Approaches to Combatting Cancer
Healthy Life Forum According to the International Agency for Research on Cancer, approximately 27,000 people around the world die from cancer each day. The World Health Organization predicts there will be more than 30 million new cases of cancer a year by 2040. Oncological diseases clearly pose a serious global socioeconomic problem today and threaten to incapacitate and reduce the working population. The Russian Federation, in cooperation with CIS member states, devotes considerable attention to developing and introducing new technologies to diagnose and treat cancer, including the use of nuclear medicine. The CIS Economic Council has approved an action plan to implement the Concept of Cooperation between CIS Member States in Combating Oncological Diseases for 2020–2024, the co-executor of which is the Association of Directors of Institutes of Oncology and Radiology of the CIS and Eurasia. The partnership’s agenda includes such issues as the digitalization of healthcare, the active use of telemedicine technologies, the development of molecular genetic diagnostic methods, the expansion of capabilities for minimally invasive and organ-preserving treatment, and the introduction of in-house developments in nuclear medicine. Special attention is also being paid to the advanced training of oncologists and radiologists. What joint scientific cooperation programmes are CIS countries successfully implementing today? How is experience being shared and new technologies being introduced in practice? What are the prospects for cooperation in the near future, and what results does it aim to achieve?

For 12 years as a researcher at the department of chemotherapy of hemoblastosis of the Cancer Research Center named after N.N. Blokhin gained extensive experience in the treatment of patients with oncohematologic diseases, a researcher in International clinical protocols. Author of more than 40 scientific publications.
In 2008-2015 she was the Medical Head of the oncology therapeutic area at Bristol-Myers Squibb LLC, where Sprycel (INN Dasatinib) was successfully launched. She made a huge contribution to education of hematologists, cytogenetics, molecular diagnostics specialists, chief specialists in the regions, developed and successfully implemented experience exchange programs with European clinics. The initiator of creation the Eurasian Conference of Onco-Hematology, the first conference was held in 2012. Currently, the conference is one of the most popular scientific events for hematologists in the Eurasian countries.
She made a great contribution to the development of the immuno-oncology in Russia, launched programs for expanded access to drugs Yervoy (INN Ipilimumab) and Ninlaro (INN Nivolumab) before registration in Russia, which allowed more than 300 patients with metastatic melanoma in Russia to receive modern treatment and allow doctors to get experience in the use of new drugs and the management of immune-mediated adverse events.
In 2015-2018, as the Medical Lead of oncology in Russia and the CIS countries at Takeda Pharmaceuticals LLC became the medical leader of the company, certified by Oxford University. Programs for expanded access to drugs prior to registration on the Russian market were carried out, launches of Adcetris (INN Brentuximab vedotin) and Ninlaro (INN Ixazamib), the HematoLogic Academy was created with a multidisciplinary approach from diagnosis to therapy, including issues of hematopoietic stem cell transplantation in the treatment of lymphomas. The HematoLogic Academy was successfully held in all regions of Russia and the CIS countries, which made it possible to raise the level of knowledge of clinicians and pathologists in therapeutic areas.
Natalia launched a phase II clinical trial of Brentuximab vedotin in Russia as an alternative to autologous hematopoietic stem cell transplantation. The study is ongoing, and its results could make a huge difference in the treatment of patients with Hodgkin's lymphoma in settings with limited options for hematopoietic stem cell transplantation in patients with treatment failure and disease recurrence.
Natalia successfully combined the leadership of the medical field in oncology and the role of an expert in the Growth and Emerging Markets region, taking an active part as a speaker in the Journal Club Oncology in the therapeutic field for company employees from all countries of the region.
Currently, she is the medical director of JSC Pharmasyntez. She pays great attention to the medical examination of drugs and new developments aimed at maintaining the health of society in various therapeutic areas.

New Threats in the Modern World: The Evolution of Infectious Diseases
Healthy Life Forum The COVID-19 pandemic demonstrated the importance of the problem of socially significant infections, as well as the threat of new infections and infectious epidemics emerging on a global scale. During the pandemic, fundamental changes were made in the approaches to providing medical care to patients with the novel coronavirus infection. The emergence of new strains of SARS-CoV-2 and new prevention and treatment drugs had a major impact not only on the clinical progression and outcomes of the disease, but also on how the epidemic process of COVID-19 and other acute respiratory infections manifest themselves. Exchanging best practices in the prevention, diagnosis, and treatment of infectious diseases will make an important contribution to coordinating efforts to respond to current and future biological threats in the CIS. What kind of assessment can we give to national and international experience in combatting COVID-19 and other topical infectious diseases? What “contribution” do socially significant infections make to the morbidity and mortality of the population, and what impact did the COVID-19 pandemic have on the intensity of their spread? What are the most significant factors in the evolution of infectious diseases at the present stage and what biological risks are most relevant now? Presentation of Best Practices in Public Healthcare. Exchanging Experience with CIS Countries
Healthy Life Forum Public health is a key prerequisite for the development of a prosperous society and state. Physical, emotional, and social health, as factors of harmonious development, are integral components of a unified public healthcare system and require an effective model of public administration in this area. However, problems related to the development of systematic approaches to strengthening public health not only need to be solved with state regulation, but with interaction among and taking into account the interests of all concerned parties – the state, business, NPOs, and society. In this context, exchanging proven experience and scaling up successful practices to promote public health at the level of CIS member countries is particularly important. What tools could contribute to joining efforts in public health and searching for opportunities for supranational regulation at the level of the CIS and the EAEU? What examples of the most successful experience in public health monitoring could other CIS members apply in practice? Orphan Diseases: Developing and Harmonizing Support Programmes in the CIS
Healthy Life Forum There are more than 6,000 rare diseases in the world, 70% of which are hereditary or congenital. Russian legislation needs to be further developed and modernized with more regulation when it comes to addressing the situation with orphan diseases in the country. Improvements need to be made to the principles of interaction between the relevant ministries, regional health authorities, and various medical institutions, and a common strategy needs to be developed to ensure equal access to medical care for all patients with genetic diseases. There is currently a need to integrate a separate institutional mechanism for orphan diseases at the CIS level, which could change the fragmented approach to solving the problem and coordinate the community’s overall efforts as regards the availability of medical supplies for all patients, the search for effective treatment, the development of screening diagnostic systems, and the provision of funding and information assistance to doctors and patients. What is the current assessment of the prospects for the availability of medical care for all patients with rare diseases today? What solutions could improve the system of care for patients with orphan diseases? What funding models could be applied in the current conditions, taking into account national and international experience? What solutions will help to develop and harmonize support programmes for patients with rare diseases in CIS countries?

One of the main areas of Belousov's research is thermogenetics: controlling the activity of neurons and other cells by means of temperature-sensitive ion channels. Thermogenetic technologies are being developed to activate the brain, heart and pancreas. Another area of research is metabolic engineering - creation of artificial metabolic pathways in cells. For the development of technology to manage oxidative stress at the subcellular level and its application to study the mechanisms of heart failure, Vsevolod Belousov was awarded the Discovery Award-2019 by the Society for Redox Biology and Medicine in the USA.
Since 2019, Vsevolod Belousov has headed the Federal Brain and Neurotechnology Center of the Federal Medical and Biological Agency of Russia, a flagship scientific-clinical center that conducts research on pathologies of the nervous system and provides high-tech medical care in the profiles of neurology, neurorehabilitation, and neurosurgery. In the first wave of the Covid-19 pandemic, the Center was converted to an infectious disease hospital to treat patients with the new coronavirus infection. Modern Approaches to Combatting Cardiovascular Diseases
Healthy Life Forum Today, all CIS countries are deemed to have a high cardiovascular risk. Circulatory system diseases are among the leaders in morbidity and mortality, and cause significant direct and indirect economic losses. The historical similarities of the healthcare systems of CIS countries make it easy to exchange new organizational approaches to reducing mortality and enrich each other with best practices. What role does the WHO play in intercountry cooperation, and what is the role of the Russia’s WHO collaborating centres in organizing cardiovascular care? What solutions can be used to combat training problems? What issues and decisions are most long overdue in the introduction of clinical guidelines? What examples of best practices are of most interest in terms of collaboration in implementing strategies to reduce mortality from circulatory diseases, identifying high-risk patients, and managing risk? What practices can be used in the CIS to integrate patient management punctures between Russia and the CIS countries, create joint educational programmes and standards, and implement common scientific projects?

Professor Evgeny Shlyakhto, Director General of the Almazov National Medical Research Centre, Academician of the Russian Academy of Science, President of the Russian Society of Cardiology, Fellow of the European Society of Cardiology, the American Heart Association, and the American College of Cardiology.
Professor Shlyakhto was born on June 29, 1954 in Pogar, the Bryansk region. He graduated from the Pavlov Medical University in Saint Petersburg in 1977 and became Doctor of Science in Medicine in 1992, Professor in 1994, Honored Russian Scientist in 2004, and Academician of the Russian Academy of Sciences in 2014.
Evgeny Shlyakhto has been the Director General of the Almazov National Medical Research Centre since 2001 and the President of the Russian Society of Cardiology since 2011. In 2010, he became a member of the WHO Expert Working Group.
The Centre led by Prof. Shlyakhto carries out intensive research in the fields of translational medicine, molecular diagnostics, development of diagnostic tools for personalized treatment, cellular and tissue engineering for therapeutic purposes, creation of biocompatible materials and tissue-engineered constructs designed to create breakthrough medical technologies of fundamental importance for providing high-tech care to patients with cardiovascular, endocrine and blood diseases.
The results of research work by Prof. Shlyakhto have been summarized in more than 800 publications, 16 inventions, 2 scientific discoveries, and a number of monographs. Prof. Shlyakhto was a supervisor in 57 PhD and 20 DSc students..
Professor Shlyakhto is a member of the Presidium of the Russian Academy of Science, the Presidential Council for Science and Education, the Regional Health Council under the Federation Council of the Russian Federal Assembly, the Expert Health Council of the Federation Council Committee on Social Policy of the Russian Federal Assembly, Vice President of the National Medical Chamber.
Evgeny Shlyakhto is the Editor-in-Chief of the following medical journals: Russian Journal of Cardiology, Translational Medicine, and Journal of Arrhythmology. He also is a member of the international editorial board of the European Heart Journal.
Professor Shlyakhto plays an active role in such international committees as the ESC Congress Programme Committee (since 2012) and of the ESC Committee for Practice Guidelines (since 2015).
Evgeny Shlyakhto received the Russian Federation Government Prize in science and technology in 2009 and won the Pavlov Award, the prize for scientific and technological achievement in Physiology and Medicine from the Saint Petersburg Government and St. Petersburg Scientific Center of the Russian Academy of Sciences, in 2011. He received an Order of Honour in 2012 and 4th class Order of Merit for the Motherland in 2017.

Natalya Kostenko is the Head of the Department of Medical Care at the Central Healthcare Directorate (a branch of Russian Railways).
A qualified doctor, Natalya Kostenko graduated from Vladivostok State Medical University in 1996 with a degree in medical and preventive care.
From 2003, Dr. Kostenko was employed in the system of state sanitary and epidemiological surveillance. In February 2007, she was hired by the Ministry of Health of the Russian Federation, where she worked her way up from chief specialist to Director of the Department of Emergency Medical Care and Health Risk Management.
During her time at the Ministry of Health, Dr. Kostenko proved herself to be a highly competent expert in public health and healthcare organization, human environment protection, disease prevention, and other healthcare-related issues.
In July 2020, she was appointed Head of the Department for the Planning and Organization of Medical Care at the Central Healthcare Directorate (a branch of Russian Railways).
Dr. Kostenko is the recipient of numerous awards for her consistently high performance and professionalism and her years of impeccable work, including: the Order “For Merit to the Fatherland” (2019); the “Excellent Health Worker” badge (2012); official letters of gratitude from the Minister of Health of the Russian Federation (2008 and 2017); certificates of merit from the Ministry of Health of the Russian Federation (2009 and 2016); a Certificate of Merit from the Ministry of Agriculture of the Russian Federation (2010); a Certificate of Merit from Russian Railways (2021); a letter of gratitude from the Governor of Yamalo-Nenets Autonomous Okrug for her assistance in implementing a set of measures to eliminate the locus of an anthrax outbreak (2016); an anniversary commemorative plaque to mark the 100th anniversary of the Nuclear, Biological and Chemical Protection Troops of the Russian Armed Forces (2018); and the RZD Medicine Silver Badge of Distinction (2021).
Dr. Kostenko has worked in the healthcare system for over 18 years, over 14 of which have been in the civil service. She holds the Russian Federation Civil Service grade rank of III Class Active State Adviser of the Russian Federation. She holds a Ph.D. in Medical Sciences.

How to Learn to Be Healthy: From Lifestyle to Healthy Technologies
Healthy Life Forum A healthy lifestyle is nothing more than habits and actions that help strengthen your immunity, increase your physical strength, and eliminate factors that negatively affect your well-being and body as a whole. There is no clear definition of what a healthy lifestyle is yet because everyone has their own understanding of what a healthy lifestyle is. And this is surprising since the concept came into our everyday life more than 50 years ago. Back then, doctors began to note genetic predispositions to certain diseases and look for ways to prevent them by following certain rules. From a medical point of view, a healthy lifestyle is what allows people to preserve their health and reduce the risk of non-communicable diseases – primarily heart attacks and strokes. However, in addition to this, there is a clear link today between decreased reproductive ability and how healthy people’s lifestyles are. Today, the World Health Organization defines health as a state of absolute mental, physical, and social well-being and not merely the absence of disease or infirmity.

He studied Administrative ethical issues in health care at Oxford University, where he also received MSc in evidence-based health care. Professor Apolikhin holds editorial positions on several well-respected journals, including Russian Journal of Urology. He has authored and co-authored more than 500 articles, edited and co-edited 10 books, has multiple multimedia presentations to his credit. His extensive experience in the field of urology and andrology has afforded him the opportunity to participate in academic activities, meetings and courses as a speaker and chairperson. A Unified Approach to Interagency Cooperation in Health Protection
Healthy Life Forum The healthcare and social protection system offers a wide range of services for citizens today. One of the current trends in modern society is to improve each individual’s quality of life by expanding cooperation between the executive authorities and public organizations and charitable foundations. In order to intensify cooperation, it is crucial to engage in a dialogue and align processes of interagency interaction, including charitable foundations and public organizations, into a unified approach to work on complex cases as full-fledged partners both at the federal and international levels. There are already numerous examples of successful joint projects among public associations, business, the state, and medical organizations, in particular when it comes to providing assistance to seriously ill children, which are solely based on the provision of timely information about what kind of help is needed and to what extent. What needs to be done to fully include public organizations, businesses, and charitable foundations in a system with a human focus to work on complex cases? What best practices of such interaction already exist in the Russian regions and what international experience is there in this regard? What benefits can the system obtain overall from the effective cooperation of public and charitable organizations with the executive authorities? Alexander Stuglev graduated from the Baltic State Technical University (St. Petersburg) in 1996. He began his career in conventions and conferences at Exhibitions-Seminars-Business, where he rapidly rose to the position of general director. In 2006 he became head of Restec Congress, which was the operator of the St. Petersburg International Economic Forum. It was in this position that he contributed to the event’s rebranding under the leadership of the Ministry of Economic Development and Trade of the Russian Federation. In 2007 he became executive director of the St. Petersburg International Economic Forum Foundation, and was appointed director two years later. In December 2015 the SPIEF Foundation was renamed the Roscongress Foundation. In 2018 Stuglev was appointed chairman of the board. At the same time, he was also appointed chairman of the board of the Russian Convention Bureau. In 2019 he completed the managerial personnel reserve programme at the RANEPA Graduate School of Public Management.
In 2020 Stuglev joined the organizing committee of the Masters of Hospitality competition – a nationwide initiative that aims to unlock people’s professional potential, build new traditions, improve standards of service, and raise the level of prestige across all professions in the hospitality industry. Priorities of the Healthcare Systems of CIS Member States’
Healthy Life Forum Global and regional challenges, both old and new, make it even more important to harmonize processes associated with developing healthcare systems and create additional mechanisms to intensify and diversify cooperation between CIS countries in key areas, such as modernizing primary healthcare, providing medical personnel for the healthcare system, enhancing the availability and quality of medical care, bolstering technological sovereignty in such strategically important areas as biotechnology and genetics, the digitalization of healthcare, the development of artificial intelligence, and the creation of vaccines and modern medicines. Healthy Life Forum Providing patients with affordable high-quality drugs is one of the key priorities for developing the healthcare sector in all CIS countries and is a top priority for Russia.
