Pavel Mitrofanov received his bachelor’s and master’s degrees from Moscow State University, Department of Economics.

Victor Afonin — Managing Director, Infrastructure Financing, Sberbank
Born on 14 September 1975 in Leningrad.
In 1996 he graduated from the International Banking Institute, St. Petersburg with a degree in Banking Management and Economics. In 2004 he completed professional retraining in Business Value Estimation of St. Petersburg State University programme.
From 2007 he headed the department of public-private partnership financing projects at SPB GBU Agency for Strategic Investments’, and in February 2013 he was appointed as a General Director of the Agency.
While at the Agency, he participated in the development and projects administration, implemented by the city of St. Petersburg in public and private partnership, including highways, airports, utilities, and social infrastructure projects.
In 2014, he was appointed Chief Financial Officer at GUP Vodokanal St. Petersburg. In this capacity, he was in charge of raising funds for the implementation of the company's investment programmes, including government funding and loans.
In 2016 he joined the Sberbank team. Over the last three years, he has been managing the preparation and financing of PPP (Public-Private Partnership) projects.

Yuriy Sizov — First Deputy Director General, Leader Asset Management Company
Before joining the Leader Company, he held senior positions in the city of Moscow asset management, and also headed the Regional Branch of the Federal Financial Markets Service of the Russian Federation in the Central Federal District.
In the Leader Group, Yury Sizov oversees the current operations and development of the company, including the public-private partnerships, as well as the preparation of new issues of concession bonds. He is one of the leading Russian experts on the financing structure and organisation of infrastructure projects based on concession agreements.
To ensure the return on investments, Mr Sizov oversees the implementation of the country’s most significant concession projects in cold water and heat supply (Volgograd), as well as in municipal solid waste management (Nizhny Novgorod, Saratov Region, Chuvash Republic, etc.), for the financing of which concessions bonds were issued.
Yury Sizov is a member of the Board of Directors of the National Finance Association, Chairman of the Board of the National Association of Concessionaires and Long-term Infrastructure Investors, a member of the Interdepartmental Working Group on Housing and Utilities chaired by Deputy Prime Minister Dmitry Kozak.
Mr Sizov holds a Federal Financial Markets Service Qualification Certificate series 1.0, 3.0, 4.0, 5.0 and 6.0, and three university degrees in engineering, law and economy (Candidate of Engineering Sciences, Doctor of Economics).

Oleg Kozhemyako was born on 17 March 1962 in Chernigovka village, Chernigovsky district, Primorye Territory.
Graduated from the Khabarovsk School of Mechanics, passed compulsory military service in the Armed Forces; graduated from the Far Eastern Institute of Soviet Trade (Pacific State Economic University) specializing in Economics.
Started working in 1981 in the sphere of production and worked his way up from a regular mechanic of 3rd class to foreman at the Primorskaya State District Power Station.
In October 1989, created Primorsky production co-operative store that transformed into Primorskoye food production association in 1992.
In 1995, was elected Deputy Chairman of the Board of Directors at OJSC Preobrazhenskaya Base of Trawler Fleet.
